Structure & Management

By design, ISTA does not prescribe any national organisational structures, it leaves the choices to individuals and nations.  This permits individuals to join ISTA directly, or to join their national organisation and ISTA, or remain aligned with ISTA through their national organisation, but not be a direct member of ISTA (although still enjoying listings and certain other direct membership benefits).  Each country and the number of SCENAR practitioners in it will find its own best solution to become part of an international professional organisation.

ISTA is simply interested in securing professional collaboration between all S.C.E.N.A.R. practitioners, wherever in the world they are, for the common good, reputation and protection of this important discipline in the field of energetic medicine.

As at July 2004, ISTA comprises of the following membership categories -

A.  UK members, who collectively represent the UK's National S.C.E.N.A.R. Association and are     

     individual  members of ISTA

B.  members of the Irish National S.C.E.NAR Society, who are also members of ISTA

C. the Bulgarian S.C.E.N.A.R. Society (its members are not (yet) direct members of ISTA)

D.  international members from a number of different countries

All members agree to be bound by ISTA's Code of Practice and to adhere to internationally agreed guidelines, in addition to any that may have been created at national or even local level.  Where, for any reason, a national or local organisation is not able to adhere to the Code of Practice in its entirety and their explanation is accepted by ISTA, those elements it is not able to adhere to are published as agreed exceptions in Appendix A of the Code of Practice.  These are clearly shown against each national organisation's endorsement of the Code.

ISTA is currently a freely associated body of individuals and organisations, without specific legal form. This status remains under review and may in due course result in a change of legal status.  Its Steering Committee is collectively responsible for its probity.  Its bankers are Barclays Bank plc.

Steering Committee

The shape of ISTA, its priorities and its guidelines, are considered and decided by an International Steering Committee (ISC), which also appoints the managemet team.

The ISC consists of a number of representatives from national organisations who are members of ISTA. 

To avoid the domination of any one nationality on the Committee, no national body may carry more than one vote in voting situations.  In the event of a tie, ISTA's Executive Director shall have the casting vote.

Currently an interim ISC is responsible for everything here presented; they operate under the original guidelines provided by the international founder members (shown on the opening page to this section - About ISTA).  It is proposed that the interim ICS stand down in the course of 2005 and offer itself for re-election by the full membership.

The interim ISC currently consists of the following -

Mr John Garvey, IR - Member ISPS

Mr Peter Rae, UK - Executive Director ISTA

Miss Camilla Ker, UK - UK & International Membership Secretary

Any national organisation here not included, is invited to join ISTA and to nominate a representative to the interim ISC.  Where no national organisation (yet) exists, 7 SCENAR practitioners, who have individually been accepted for ISTA-membership, are entitled to nominate their national representative until such time that a formal national organisation has been formed, if ever.

Where a national organisation consists of a number of chapters. e.g. representing practitioners in a given state or region, thy will not be permitted to have a vote on the International Steering Committee which operates on the basis of one nation = one vote.  Attendance under observer status may be granted on application.

The Steering Committees currently doubles as Disciplinary Committee.

Technical Committee

Each manufacturer of a Scenar-Technology device will be invited to nominate a representative to ISTA's Technical Committee, currently in formation.

Alexander Karasev, the inventor of Scenar, has kindly agreed to serve on this Committee.

Management

The day-to-day management of ISTA has been delegated to an Executive Director.  The Executive Director reports to the Steering Committees, arranges and attends all Steering Committee meetings, but normally does not vote on issues, unless a tie occurs.  Most Committee consultations take place via e-mail and telephone.

The day-to-day interaction between the Steering Committees and Management occurs via e-mails and telephone concersations, backed up by periodic physical meetings, proceedings of which are minuted and filed.

The Executive Director and his team are responsible for the information flow between all members, including the development and maintenance of this Website.

 

Specialist Committees

As ISTA matures, specialist committees will address the issues that require in depth study and definition.  Volunteers for these are continually being sought.

Camilla Ker and Adriana Marian, both of the UK Steering Committee, are co-ordinating the Training Committee which is working closely with Prof Revenko for RITM-97.4.

Catherine Thomas of the UK Steering Committee is currently co-ordinating the Legal Issues Committee.
